I have worked with agencies where some of the officers are also the medical providers, at some point that person has to go from LE to medic, sometimes not an easy task. All officer also should be trained in at a minimum a "Stop the Bleed" course. This officer in question stated he was trained but did not have a TQ with him? The department conducted it's own investigation but I ask, why is not a TQ mandatory for all officers? What if it was he who needed the TQ or his fellow officer, the he had acted differently. This might be a decision that will haunt him for life. Lets be safe and I appreciate each and every LE on the street, but lets also be prepared for anything and ensure we have the needed kit handy.
